Paper lab is a new type of lab. The lab gets picked out from the Pilot Projects by scientists and shall end in a written science paper.
Paper lab admin pick - when admin picked the solution is marked for synths and you cannot vote on the solution anymore. Voting still matters - if # of admin picked items are less than assigned synthesis slots, the rest of solutions are filled in based on voting. (Jee)
